'작년 여름에는 비가 많이 온 것 같아요'라고 하면 어떤 차이가 있나요?

으ㄴ is for present tense
았/었 is for only past tense
bottom sentence is incorrect in gramatically and upper one is correct,but we actually use both of them

@Estelle_ko thank you for your answer! :) May i ask a little bit more? I thought that (으) is past tense too.
For example,
어제 비가 온 것 같아요.
오늘 비가 오는 것 같아요.

actually we also use 으 in past tense
but it follows ~ 것 같아 mostly.
it can be quite confused to you so it will be easy to see context. there will be a hint for a tense like 어제, 오늘
both of them are right
