Rather than generalizing and believe with vague words from someones, It is more important to understand the situation and the background. If you just vaguely asked that there is racism, there is racism everywhere on Earth.

People are racist everywhere. I’d say Korea has no more racism than anywhere else (maybe the older generation is more xenophobic because it’s a homogenous country) but the idea that all koreans are racist is not really true. Foreigners can think korean people are being racist due to a presumption that any negativity directed towards them is racism, or that any perceived negativity is actually intended to be negative (it’s usually not, just a cultural difference). Maybe korean people don’t want to talk to foreigners or act nervous around them, and while that COULD be racism, it’s likely that they just don’t want to have to speak english to you (because the majority of them are not fluent in english and the majority of foreigners are not fluent in korean).
