놀리다 means you are making fun of someone or something.
애태우다 means you are expecting something from someone, or you are hoping someone to do something for you, but that person knows that you are hoping that, so he/she is making you nervous deliberately by not doing what you are hoping.

Or sometimes he/she doesnt have to be aware of the fact that you are hoping him/her to do something... he/she might not know that you are hoping; but anyway you are nervous/sad/angry because your wish/need hasnt been achieved.
