You can say both but they differ a little or a lot based on the sentence:

I use makeup is when the makeup is used as a tool to put on yourself or on someone. I wear makeup is used when makeup is now put on your face. Similarly, you can say i wear a jumper because it is on your body. But when you say i use a jumper, you use the jumper for many things you can imagine e.g keep someone warm, burn it to make the fire bigger
