They are both imperative forms of the verb "scusare" (to excuse)
Scusa is 2nd person, (tu) scusa
Scusi is 3rd person, (egli) scusi
Basically, scusa is the informal version, scusi is the formal one, as the 3rd person in Italian is used as a formal "you"

"Scusi" it's more formal than "scusa".
Ex: "excuse me, can you pass me the pen, please?"
"scusa, puoi passarmi la penna, per favore?
" mi scusi, può passarmi la penna, per favore?
They mean the same thing, but the second one is more formal.

so, between friends,
"scusa, non volevo"
with not familiar people
"mi scusi, non volevo"
be careful: "scusa" is also a noun, not only a verb. so... with not familiar people you can use
"le chiedo scusa, non volevo"
