"Regarde ça" means "Look at this/that.". Nothing difficult here.
"Regarde-moi ça" means "God, look at this" "What the hell? Have a look" "Damn/Eww, look at that". "-moi" works as an emphasizer here. It's used when you want someone to look at something you don't like, you find repulsing, disgusting, shocking, amazing etc.

The "Regarde-moi ça" version is emphasizing disdain or excitement about the thing you're showing. Usually an exclamation.
"Pff, regarde-moi ça, c'est plein de fautes!"
"Hé ho, regarde-moi ça ! Elle est belle hein !"
Without the "moi" it's more subdued and calm.
"Regarde ça, c'est son dernier livre."
"Tiens, regardes ça. C'est beau non ?"
