There are both expressions: ありがとうございました and ありがとうございます.
ありがとうございます is used to thank an activity which hasn't completed yet, while ありがとうございました is used to thank an activity which has already completed.
So if you are a staff of a shop, you should say ありがとうございます to clients visiting your shop, and ありがとうございました when the client exits the shop.
