Smells is the correct form. Also, you need an adjective or perhaps a noun to clarify your sentence with complete sense. If I say 'The room smells ' but what kind of smell has the room. It must have awful smell or maybe it has the beautiful smell of the new paint.
Now, back to your question why we use 'smell or smells' instead of 'is smelling'
it is used because smell is a state verb. A stative verb is a verb which expresses emotions, thoughts, relationships, and senses rather than an action. In your sentence, this room smells awfu. Let's open a window. It means when someone goes inside the room, he can smell the awful smell of the room which is indicating the perception of his nose.
