Despabilarse —> To wake yourself up (by drinking coffe, taking a cold shower, etc)
Despertar —> To wake up

In the right context they can mean the same thing, but in summary:
"Despertar": Stop sleeping / state of wakefulness / Manifest a wish on someone.
"Despabilar": Take someone's sleep away or directly wake them up.
The biggest difference between the two lies in the context and the vocabulary of the person you are talking to.

"Espabilar" is also accepted as a term.
The word "Despabilar" originates from the action of removing the "Pabilo" (wick) from a candle. So it can also be used under this meaning, although it use is less common.
