Either way, you need a "the" before cigarettes.
"I smoked all the cigarettes already"
"I have smoked all the cigarettes already"
As for the question...
There really is not a difference. However, the first sentence makes me think you did it recently while the second sentence makes me think you did it earlier at some time.

You would need "the" placed before "cigarettes".
"I smoked all the cigarettes already." Is more of a general statement. Saying, "I have smoked all the cigarettes already." is more something that you would say in response to someone who is asking about the cigarettes.
For example,
"Hey, where did the cigarettes go?"
"I have smoked all the cigarettes already."
