In constructs like חצי שעה you only use chAtzi.
Though I must correct myself and say that both chEtzi and chAtzi can be independent words. Only constructs demand chAtzi.

One is an independent word, the other is used in constructs.

For nikkud you need to have your keyboard on Hebrew, turn on CapsLock, then Holding Shift press the numbers on the keyboard.
For phone you need to install special keyboard.
