“You got to lead me” is something that can be said when you walk with someone and you want them to go first. Or if you are dancing with someone and you want them to have the “male role” of directing the girl on how do dance (this can be seen in partner dance moves, like the waltz).
With this saying, you want the other person to go first in whatever you may be doing😊 “got to” means the same as “have to” so “you got to get me a donut”= “you have to get me a donut” (both mean the same thing in that you want someone to do something for you)
“You have to come to me” means that you want someone to go wherever that you may be. You are more in control in this sentence, telling someone to come to you. While in the other sentence the other person is more in control:)

Oh wow! I just realized that your initial question was “you got to lead to me” vs “you have to come to me”😂 so no, those two sentences are not the same. But if you say “you got to lead me” (with only one “to”) that means what I said up above and it is more natural sounding than adding an additional “to” (because “you got to lead to me” sounds a bit unnatural to English speakers) 😊☺️
