To miss means to aim for something, and then not hit it.
You didn’t miss the arrow, you missed the target. You hit the target or you miss the target.
Hopefully, when you say you missed a person, you are not talking about hitting them with an arrow.
To miss a target - промазать цель
To miss someone - скучать по кому-то
Or the third definition
To miss - to be too late for something
To miss the bus - опоздать на автобус
To miss a game - пропустить игру

To miss a target and to miss a person are not related words, even though they are spelled the same.
To miss a target - to not hit it
To miss a person - to wish they were with you

@DefinitelyNot, when i didn't hit a person? i can't say *i missed him* then? How we can say *my arrow went the wrong way* ? *i missed the arrow?* so?
