That’s a good question. I can’t give you a textbook answer, just my perception.
Hardly is more like “barely”. It emphasizes a lack of something.
Faintly, as per my understanding, emphasizes the weakness in some way.
I associate the word faintly with “remember” “hear” “smile”.
- To faintly remember: when you can’t recall something fully, just the essence
- To faintly hear: to hear a sound, for example a voice, but not understand the words
- To faintly smile: to give a weak smile
