If you were talking about a personal experience, for example you got a new job and you were talking about it- you would say "it's great!" But if someone else was telling you something that they did, you would say "that's great!"

It's great is direct speech - something going on in front of you or you are talking something happening near to you, etc., then u can say it's great
e.g.., you are reading some novel or watching any movie or having some delicious food, u can say it's great
That's great is Indirect speech- something already happened or someone explain to what happened to them or something that is very far from you, etc., then u can say that's great
e.g.., Your friend explains you about his great experience in New York (or)
you are talking about your childhood achievements, etc., then you can say that was great

Itâs great is a general statement. Itâs great to be home again. Itâs great you passed the exam.
Thatâs great is more emphatic and specific. Thatâs great. Well done on passing the exam.

In short, there is little difference in meaning, merely emphasis and specificity.
