Ja, als Fragesatz wurde man es so schreiben:
Es stellt sich die Frage: Woran liegt das?
Hier hat das Pronominaladverb "woran" die Funktion eines Fragepronomen/Interrogativpronomen, statt der Funktion eines Relativpronomen.

Sowohl Wörter wie "was, warum, wie, wann, ..." als auch Pronominaladverbien wie "woran, wofür, womit, weshalb, ..." dienen nicht nur als Fragewort in Fragesätzen, sondern auch als Relativpronomen in Relativsätzen, die ein bestimmtes Bezugswort näher beschreiben. Hier ist also [die Frage, woran das liegt] "technisch" gesehen eine Nominalphrase mit Relativsatz und kein Fragesatz.
