"Ti voglio bene" is a way to say someone that you really care bout him/her and you are very attached to them. It's used between friends or family members. "Sei importante fratello mio, ti voglio bene" =You are important for me my brother, love you".
Unlike in english, that "I love you" isn't used just in a couple of lovers, but between friends, family members, here in Italy we have "Ti voglio bene" that is more "friendly" and "Ti amo" that is deeper and it's common between boyfriend and girlfriend.

Well, usually if you are newly dating someone, it's not normal to say "ti voglio bene" 'cause it's used between people who know each other for a while and who have a deep friendly relationship.
When u are dating someone for first times, you can say "mi trovo bene con te" =I feel good with you/Im happy with you".
