Здесь - два смысловых контекста:
1. Устная речь. Именно, вы слышите "что" или "чё".
В этом случае оба варианта произношения являются неправильными. Правильное русское литературное произношение "что" - "што". Произношение "что" (а не "што") - это "текстизм" (то есть когда слово произносится буквально в соответствии с его написанием). "Чё" - это просторечная (нелитературная) форма произношения "что". Она характерна для говоров Южной России. Для Южной России характерна также и смешанная русско-украинская лексика (т.н. суржик), также не являющаяся литературной для русского языка.
2. Письменная речь. Вы читаете "что" и "чё".
Для русской письменной речи лексически правильная форма - "что", а не "чё". Обычно "что" и "чё" встречается в художественных произведениях, в речи персонажей. Соответственно, персонаж-"что" говорит на русском литературном языке, персонаж-"чё" - на каком-то нелитературном говоре.
