âShe hasnât like cold weatherâ is not correct.
If you want to change âShe doesnât like cold weatherâ to past tense, I would say âShe didnât like cold weather.â

She doesnât like cold weather = Present Tense: this is happening now.
She hasnât liked cold weather = Present Perfect tense: she did not like it in the past, and she still doesnât like it now.
