I mean "Low" having similar meaning to "insufficient, short, not enough...."

1) the amount of something is low, few
“I can’t make a latte; I’m low on espresso.”
2) below other things/people in importance or power
“Making his bed is low on his to-do list.”
low in = containing a small amount of something
“This cake is low in calories.”
low of = unnatural
