Is the name “Sally” weird in Norway?

It's not a Norwegian name, and it doesn't conform with Norwegian spelling or pronunciation rules. That being said, most Norwegians will have heard this name, associate it as an Anglophone female given name, and be able to pronounce it about right. I can't see there being any strong associations to the name, positive ir negative; the closest might be "salig", which means "blissful" and has strongly good connotations.
Also note that localising names (as well as nicknaming) is rare in Norway.

@MrTurboFister3000 Pronunciation would probably be as if spelt "Sælli", perhaps somewhat Anglicised. A little awkward, yes, but not very. Not something which fits Norwegian pronunciation exactly, but not something that's so incompatible with it as to cause real problems.
