'그는 돈이 있답시고 남을 깔본다.'
= He treats people with no respect because he has a lot of money. (and speaker of this sentence has a negative feeling about this reason.)
As in,
그는 충고를 한답시고 잔소리만 늘어놓고 있다.
사업을 한답시고 여러 지역을 쏘다녔지만 별 소득은 없었다.
그는 그 분야를 좀 안답시고 잘난 척을 해댄다.
It is interchangeable with '~한다는 이유로', '~한다는 핑계로', '~한다는 구실로'.
