i'm not really sure what the context is, but i think it means that they helped pass the bill.
"to shepherd" is derived from the word "shepherd" which is someone who cares for sheep and leads them around so that they can graze.
so i'm guessing that it draws a comparison between that, and leading the bill through all the complicated legal processes it needs to be passed.
