Both are correct and you can say both, but people usually say "He won."

You'd say “has won” when:
- Describing an unfinished time
Ex. “He has won every single match he's ever had.”
- Referring to an indefinite time
Ex. “He has won a match in this stadium.” (somewhen in the past)
- Expressing experience or result
Ex. “He has won this championship three times.”
Otherwise, it would be more natural to say just “won”.
Ex. “He won the game yesterday.”
“He won the championship last year.”
