小学館『デジタル大辞泉』には、以下の説明があります。
冷やかす: 相手が困ったり恥ずかしがったりするような言葉をかけてからかう。「仲がいいのを冷やかす」
からかう: 相手が困ったり怒ったりするようなことをしておもしろがる。揶揄 (やゆ) する。「子供をからかう」
近い意味なのですが、「からかう」のほうが「ばかにする(make a fool of 〜)」の意味が強いです。🙂

The Daijisen (major Japanese dictionary, published by Shogakukan), defines it as follows.
冷やかす Make fun of the listener troubling and shaming it.
からかう Make fun of the listener troubling and making it angry, and find it fun to do that.
Though those have similar meanings, karakau is stronger in the sense of “make fool of~”.

so 冷やかす is light-hearted teasing but からかう is being a little mean whereas いじわる is to actually bully, right?
