a subtle difference, but I would use the first for before I have said/done the thing that is upsetting, and the second for after I have said/done something upsetting. i.e. one is future tense, one is past tense

Generally, "sorry to upset" is said before upsetting someone, "sorry to upset you, but I no longer love you.". Whereas, "sorry that I upset you" is said after upsetting someone, "I'm sorry that I upset you by saying that I no longer love you .".
