"I'm studying English" sounds like you are in school taking formal lessons from a teacher. It seems like you are studying textbooks and taking tests.
"I'm learning English" sounds like you're watching TV in English and using Rosetta Stone to teach yourself English.
It's not that big of a difference. You can say either one and we will know what you mean.
