I don't understand tow nouns in the following sentence.Since "judge" and "repeat offender" are clearly countable nouns.Should it be a judge or judges?The sentence is "Judge decries same conduct,imposes stiffer sentence on repeat offender from Mobile"

So the sentence is "Judge decries same conduct, imposes stiffer sentence on repeat offender", right? This sounds like the headline from a newspaper, and English newspaper headlines don't follow the same rules of grammar as normal speech, so they're not very good to learn from. But you're right, it should be "The judge decried the same conduct and imposed a stiffer sentence on the repeat offender".
