I was reading about past battles, when I encountered the following sentence: "The Japanese people did not participate in X battle" and was surprised by the use of the present progressive form in the Japanese sentence. If the past form had been used instead, would the original sentence still be correct and retain its meaning?

At first, I thought the reason for the use of the present progressive was because Japanese people still exist, after all. But is this right? If an existing entity acts on something that is already complete, is it okay to simply use the past form (even though the entity still exists)?
