низкий/невысокий - это о высоте предмета или росте человека.(невысокий человек, низкий стол)
маленький - о размере предмета. Например, "маленькая игрушка"(иногда говорят "маленькие дети, имея в виду размер или возраст ребенка).
мелкий - это о глубине (антоним слова глубокий). Например, " мелкая река". Есть слэнговое выражение " мелкий ", обозначающее возраст ребенка. Как правило, так говорят о детях("он ещё мелкий" = ему мало лет). А также так иногда говорят, имея в виду размер (например, мелкая рыба, мелкий песок, мелкая соль, мелкие ягоды, мелкие яблоки), но это в ограниченном числе случаев. Все плоды можно назвать мелкими, если они небольшого размера, а также все сыпучие вещества.
