Son sinónimos, el uso depende de la región, hay otras variantes como heladera, refrigeradora, refri, frigorífico, etc.
En México, creo que lo más común es decir refrigerador.

Nevera refers an old system to mantain cold. Sometimes some people refer it to the refrigerator .And un refrigerador is the modern electrical machine. I suggest you to use refrigerador rather than nevera.

En México por lo general decimos:
"Congelador" a la "Nevera" o la sección mas fría, donde se hacen los hielos o se guardan los helados.
"Refrigerador" es cuando indicamos a todo el aparato completo, pero siempre con la condición de que no sea algo "congelado"
Ejemplo:
Hija: "¿Mamá donde están las paletas de nuez?".
Mamá: "Pues donde más han de estar zonza, pues en el congelador!".
Hija: "Hay má, que grosera".
Mamá: "Es que haces unas preguntas hija, que hasta pienso que me cambiaron de hija"
Ejemplo:
Hijo: "¿Papá donde está el jamón de pavo?
Papá: "Pues en el baño!".
Hijo: "¿Qué?!. . . TE DIJE EL JAMON".
Papá: "Ah te entendi el jabón de Pablo . . . pues donde más, pues el refrigerador . . . MENSO!".
Hijo: "Creo que soy adoptado".

En México nombramos refrigerador al aparato completo, incluyendo al congelador (nevera)
El término nevera en México usualmente se usaría para un aparato que se encarga exclusivamente de mantener congelado alguna cosas.
Depende la región donde se hable el español. Por ejemplo, si una persona de España viaja a México y hace mención de la palabra nevera, en México entenderíamos que se refiere al refrigerador (aparato completo)

"Nevera o congelador" comúnmente es la parte de arriba de todo el aparato, la sección más fría donde se hacen los hielos o guardas la nieve, cualquier cosa que necesite una temperatura más baja para mantenerse.
"Refrigerador" es el resto del aparato donde guardas tu comida como la leche, el jamón, el huevo, etcétera. La "parte de abajo"
"Refrigerador" también se le puede decir a todo el aparato en sí.
Por ejemplo:
~ Mamá, ¿dónde está el pavo de Navidad?
~ Guardado en el refrigerador
~ ¿en qué parte?, ¿en la nevera o en la parte baja (refrigerador)?
~ En la nevera para que aguante hasta el 24

Aquí solo decimos refrigerador y congelador,
creo que solamente se le llama nevera al "congelador de paletas" o al un mini refrigerado
cuadrado que es para bebidas.
