I would say the first one because watching is the only thing you do with a video. So to say it's funny to watch is a bit repetitive.
For example, pasta is fun to cook. Pasta is fun to eat. It would be weird to say pasta is fun.
However, when you're saying a video is funny, it's already implied that it's funny to watch.
