This is more to do with culture than language.
In some countries, Valentine's Day is very popular and celebrated even by people in non-romantic relationships. In other places, it is restricted only to romantic partners.
Where I live in the UK, it would be considered unusual but not bizarre if a friend said it to you randomly (unless you had a joke about it etc.).
(Also be careful that your friend is not someone who may misunderstand you and may think it is a way of you indicating you want to become more than a friend!)
