@Eskaaaaylar "beste" is pretty much a neutral greeting, "lieve" is more personal. It's a bit like saying "my dear Eska", versus just "dear Eska". If you say "lieve", you usually know each already. This is not necessary for "beste".
Of course this is just how they're used in mails, the literal meanings are pretty clearly distinct

'beste' (=best) can best be translated as 'dear' (holding in regard)
'lieve' (=sweet) can also be translated as 'dear', but is more intimate.
Formal/Official:
* Geachte (=esteemed) heer
- Dear Sir
Informal/Neutral:
* Beste Jan
- Dear John (collegue/acquaintance)
Intimate/Loving:
* Lieve moeder - Dear (=loving) mom
Lieve schat = (sweet) darling (dear)
