Etymologically the two words come from different terms, "counsellor" is someone who gives counsel/suggestions, while "consultant" is someone who is consulted on some issue. As you can see even if both words have different roods, their meaning is very similar.
In fact, I personally think that the difference between the two words, often used as titles, is what people make of them.
There are thousands of explanations of what one and the other mean, and what the differences are between the two, but in reality it very much depends on the context, and what people decide their "title" means.
If there is a specific context you have a doubt about it might be easier to explain it here, otherwise both words could mean different things and at the same time they could also be synonyms...
