The sentence is blue is written to demonstrate an example of how a quickwrite can be written! It's to give an example of how a quickwrite can be very loose and rough, and does not particularly have a point to it. It is to illustrate how quickwrites are very informal and can be written like how you would speak/talk rather than writing something like a formal report.
The meaning of the sentence is 'someone writing a quickwrite about the topic of nothing.'

To be honest, this looks like a mistake that is supposed to be written as "where a teacher or someone just chose to do a quickwrite just on nothing" (I would omit the last "just" as well if I was writing it).
