No. "I got it" means that you either collected something physical or understood something like something someone said or some writing on the wall. "I see" can either be a substitute for "I can tell" or mean that you literally saw something.

Sometimes, yes. They can both mean “I understand”.

"I got it" implies you already understood so it doesn't need to be explained anymore. "I get it" is closer to "I see," though much more casual.
