You can use either one.
"The water has been cut off" indicates that it is still not running.
"The water was cut off" does not indicate that it is still not running, but it doesn't say that it is now running again either.
So, "has been" gives more information, but that extra information may already be obvious, may have already been stated, or may be known by context.
In that situation, you can use either one. They are both correct.
