I would say (in general) :
-inanimated object : "c'est"
-person/animal : "il/elle est"
Examples:
Le feu c'est chaud: Fire is hot
Où est le chat? Il est dehors : Where is the cat? He (or It) is outside

I agree with the first answer.
I would just add that you can use "il" for inanimate objects as well when you're referring to someting that has already been mentioned. (I think this is called an anaphoric use in linguistics)
For example:
Où est le livre? Il est par terre. => I have already mentioned the book, so I can refer to it as "il"
N'utilise pas cet ordinateur. Il n'est pas à toi.
