in french, subject and verb change places in the question form the same way it does in english. Here, « il se passe (...) » would become « que se passe-il», but the -t- is added to make it sound better. Similarly, « il pense » becomes « pense-t-il? », and « il aime » becomes « aime-t-il ? »
