it's actually used when the weather is unpredictable and annoying like changing frequently (closest translation would be something insulting like darn weather or f*cking weather) ;p κοίτα εδώ κωλοκαιρο, βρέχει καλοκαιριατικα = check out this f*cking weather ,raining in the summer (which usually doesn't happen here in Greece and you expected a good warm day)
