is it common to omit estar? for example, i hear dónde la fiesta instead of dónde está la fiesta on television.

I wouldn't say it's common at all, also it's not grammatically correct, it's a super informal way that sounds, at least to me, quite rough and even uneducated. With that being said, these kind of things are often seen in different ways and may be more or less common depending on the country, region, and person.
