Das kommt auf die Situation an. Gewöhnlich sagt man Substantiv, im schulischen Umfeld vielleicht eher Nomen.

Technically, there is a slight difference.
"Substantive" are a sub-set of "Nomen".
to put it simply:
Substantive are words that are intrinsically capitalised.
Nomen are all capitalised words, which includes using adjectives, pronouns or verbs as nouns. (eg: the green - das Grün).
(technically it is: all words that can be declined, but the outcome is the same)

However, the seperation is quite arbitrary, since all grammatical rules (case declination, etc) apply to all of them.
And since neither French nor English (both languages were/are quite influential) differentiate between the two , it becomes more and more common to use them as synonyms.

tl;dr: Since the differentiation of the terms has NO practical effect/use, most people simply use these terms as synonym.
edit: I'd say both are used pretty much equally.
