No, although I may be mistaken, I don't think people parboil eggs. Parboiling doesn't apply heat very long. People parboil vegetables (that is, boil very quickly) to denature (destroy) enzymes that can give the vegetables an off flavor or odor if they've been frozen for a while.
Boiled eggs would be thoroughly cooked boiled long enough to at least make the outer part white.

To summarize parboiling, the vegetables are briefly boiled but not cooked, and then usually frozen. When you want to use them, remove them from the freezer and boil completely or cook some other way.
