can someone explain " 때요" i hear alot of people use it when saying " he said this" or "she said that" but i thought it was "말했어요".

It might be "~라고 (말)했대요(sounds like [~라고 (말)해때요])."
말했어요: "someone told ~~" is all.
~라고 (말)했대요: "someone told ~~~" and "I heard(or knew) that he or she said it."
~했대요 means ' I heard(or knew) that S' + V' '
ex) 민지가 거짓말을 했대요: I heard that Minji (had) said a lie.

그렇대요: I knew that S' + V' since I heard it from someone or some kind of media.
그렇데요: I knew that S' + V' since I saw with my own eyes or experienced myself.
ex)
I heard that the exam was really hard: 그 시험 엄청 어려웠대.(=어려웠다더라)
I took an exam and it was really hard: 그 시험 엄청 어렵더라.(=어려웠데, 어려웠는데.)
We often use ~웠대 but ~웠데 is not used that much now. And Korean people also have difficult to distinguish them. So... you can face 웠데 which sould have been 웠대, and so on. I think in real situation, since somone's sentence could be worng, so... it requires the ability seeing the context.
