Son muy similares. Depende el contesto se aplica una u otra.
Por ejemplo:
- ¿Puedes redactar un acta de la reunión?
- Claro, sin problema
>>En este caso solo cabe utilizar "problema".
Otro ejemplo:
- Debemos resolver la cuestión del uso de metales pesados en componentes electrónicos.
- Debemos resolver el problema del uso de metales pesados en componentes electrónicos.
>>Ambos son válidos y suenan naturales. Aunque con matices diferentes: en el primero se da a entender que existe cierto debate en si utilizarlos o no; en el segundo hay un hecho objetivamente negativo que se debe evitar, minimizar o paliar.

Pero todavía tengo una preguntita, por ejemplo en esta frase:
El presentismo es un fenómeno que consiste en pasar más hora en el trabajo sin desarrollar tareas laborales. La mayoría de las personas que se ven afectadas por este fenómeno, son aquellas que han tenido _____ de autoridad.
La clave es "problemas" y no sabía por qué no se usa "cuestiones"?

Sí, en este caso sería "problemas" lo correcto. Si se quiere utilizar "cuestiones" habría que redactarlo de la siguiente manera "... son aquellas que han cuestionado a la autoridad"
