"no matter how difficult it seems." You can leave out the second "to do."

You had three do's in one short sentence. I think that might be a world record. I took two off your hands:
"I'll do what I have to, no matter how difficult it seems."
You could also say:
"I'll do what needs to be done, no matter how difficult."
"I'll do what needs to be done, no matter what."

You can definitely leave off the last “to do” as it is understood. Yogafish’s suggestions are good ones- go with one of them if you like.
