Up there – indicates a direction vertically upwards from the speaker, or at least noticeably higher than the speaker. You could point at a tall cliff and say, look up there.
Out there – indicates any direction, and any point distant from the speaker. It could be straight up, or flat along the ground, as long it is away from the general area where the speaker is. It can also simply mean, outside of the enclosed space where the speaker currently is. In this case, it doesn't have to be far away. It just has to be out of the room or building. Out there also has a common metaphorical, idiomatic meaning – to be really strange. To be notably unusual. You can use this about things or people.
