《Te quiero》 is more casual.
Eg. Yo quiero a mi perro, a mis amigos.
《Tú me gustas》 Here you are telling someone you have feelings for them (love)
Eg. Hemos estado saliendo por meses y te quiero decir que me gustas.
《Te amo》 is stronger than 《te quiero》 we usually use it only with our sentimental partner.
Eg. Te amo desde que nos conocimos
That if we are talking about emotional bonds, 《querer》 can also be 《to want》

"Me gustas" is like "I'm attracted to you", when there is attraction but there is not necessarily love.
"Te quiero" it's a feeling of love but not so intense. You can tell a friend.
"Te amo" it's a feeling of love more intense and deeper than "te quiero". You can say this with your mom.
