They both mean tell
I think major difference is 話is like i said/say, and 講 is like i talk, speak
E.g
我話你唔好咁做
我（I am)話(saying)你(you)唔好(not)咁做(to do it)
But i won’t say 我講你唔好咁做
我講英文
I speak English.
我講緊電話
I am talking on the phone.
But I won’t say, 我話英文&我話緊電話
我話/講你聽+things you want to tell me
You can use both sentences, they mean “i tell you that + things you want to tell me”, it depends on the context.
